of the Unit
|
The role of the Estabishment
Department is mainly to analyse the working conditions under which
public officers, ministries and departments operate, i.e. the
financial, physical, material and human resources available to
carry out their functions. This is most often accomplished by
conducting management audits, surveys, studies and investigations
into the staffing, structure, organization and management of ministries
and department and to make recommendations likely to contribute
towards the development of an action-oriented and operationally
effective, efficient and dynamic Public Service; including a well
motivated, results-oriented work force. In short, the Department
is responsible for the coordination of general organization and
management development activities in the Public Service

Function
and Objectives
|

To
examine and evaluate the staffing, structural, organization
and management proposals of Ministries and departments and to
make policy recommendations
-
To
collect, compile and maintain proper records on the staffing,
structure and organization of ministries and departments and
to keep such data current.

To
provide information and advice to the Permanent Secretary, Ministry
of the Public Service, and the various Public Service Committees
on matters relating to the staffing, structure and organization
of ministries and departments.

To
administer policy directives of Cabinet and to ensure the effective
management of the Government Housing and Office Accommodation
Programme.

To
recommend appropriate classification of posts to be created
or activated by Cabinet, to evaluate requests from Permanent
Secretaries and Heads of Departments for upgrading classification,
reclassification or redesignation of posts and to provide advice
on related matters.

To
analyze inventories of furniture and equipment and to make recommendations
in respect of quality, quantity and the introduction of appropriate
technology

To
conduct work studies and work measurement exercises, prepare
job description or design jobs which simplifies work and contribute
to job satisfaction and enrichment

To
prepare and update organizational and staff position charts
for ministries and departments and the Public Service as a whole.

investigate problems with effective organizational efficiency
and effectiveness, monitor the operations of ministries and
departments, identify problem areas requiring attention and
to recommend feasible solutions.

To perform manpower and management audits and to draw up manpower
plan proposals.

review policies on Housing, Relocation Allowance, Increment
System.
-
Maintain
and supervise FINMAN/SMARTSTREAM Project of the Public Service.
