History of Co-operatives
 
 
Mission Statement
 
“To promote and encourage the participation of St Lucians in co-operative enterprises, thereby, fostering the development of viable indigenous business institutions and the involvement of the membership in the economic and social advancement of this community and the nation through appropriate programmes and services within the framework of existing legislation.”
 
 
The Co-operative Department
 
In 1946 a cadre of 28 St Lucians pioneered the establishment of co-operatives here, and on June 16th, 1948 an Ordinance No. 17 of 1946 promulgated to provide the necessary legal status for co-operative societies here in St Lucia.
In 1967, a Department of Co-operatives was established and the first Registrar of Co-operatives was appointed in the person of the late Harold F.C. Simmons.

Authority

The authority of the Department of Co-operatives transcends from the Government of St Lucia through instruments of legislation over the formation, registration and organisation, administration, financial operations, dissolution and liquidation of co-operatives societies, among others.

Vision Statement

The 21st Century vision of the Co-operative Department hopes for the evolution of a strong and vibrant Co-operative Movement in St Lucia; One which could look more into its own depth for the unification and strengthening of its purpose and ideals as it pursues a comparable and equitable position within the context of St Lucia’s economic and social development.

 
Management and Administration
 
This Department is part of a wider structure, the Ministry of Labour Relations Public Service and Co-operative, which is headed by the Minister responsible for policy matters of the Ministry. The Ministry is administratively supported by the Permanent Secretary (Chief Officer), Deputy Permanent Secretary, Administrative Assistant and other staff supported in execution of the functions and responsibilities of the Ministry.
 
 
What is a Co-operative?
 
A Co-operative is an autonomous association of persons united voluntarily to meet their common economic, social and cultural needs and aspirations through a jointly-owned democratically controlled enterprise.
