Study Leave With Pay

 
 
APPLICATION PROCESS

Requests for study leave are submitted by officers to the Permanent Secretary, Labour Relations through the Head of their Ministry/Department.

The deadline dates for the submission of Study Leave with Pay requests to the Permanent Secretary, Labour Relations is 30th April of each year.

Officers applying for Study Leave with Pay must complete the prescribed application form.

A ‘Statement of Conduct and Work Ethics’ form must also be completed by the officer’s Head of Department/Ministry and submitted along with the application for Study Leave with Pay.

The Ministry of Education, Human Resource Development, Youth & Sports will advise the Ministry of Labour Relations, Public Service & Co-operatives of Accredited Institutions.

The requests are screened by the staff of the Training Division to ensure that all required information is received and is valid.

The requests are then assessed by the Training Review Committee of the Ministry of Labour Relations, Public Service, and Co-operatives. The recommendations of the Committee, as well as the information from the Ministry/Department are then submitted to the Permanent Secretary, Labour Relations.

Priority for Study Leave with Pay awards is given firstly to eligible officers who have received Government endorsed scholarship awards, and then eligible officers who have received Government endorsement for scholarship awards but for whom funding has not been identified.

Following Cabinet approval, the final decisions on the requests are transmitted by the Permanent Secretary, Labour Relations to the Ministries/Departments concerned, which shall then inform the officers of the decision of Cabinet.

Persons who are approved for Study Leave with Pay must complete a bonding agreement before their Study Leave with Pay award is made effective. The bonding agreement is prepared by the Training Division of the Ministry of Labour Relations, Public Service & Co-operatives.

The Ministry/Department must arrange to transfer through a re-allocation warrant the current financial year’s salary provision for the approved officers from their Personnel Emoluments Vote to the Training Vote of the Ministry of Labour Relations, Public Service & Co-operatives. After the transfer of the salary provision to the Training Vote, the necessary change forms are then prepared by the Ministry to effect the payment of the salaries from the Training Vote.
