LEAVE WITHOUT PAY
Study Leave
without Pay may be granted for the following types of courses:
-
Courses
which will equip the officer with additional skills which will
enable an increased level of performance within his/her present
post.
-
Courses which will equip the officer with additional skills
which will enable him/her to fill a clearly anticipated identified
vacancy elsewhere within the Public Service for which no other
training arrangements has been made.
PROCEDURAL
PROCESS
Officers
applying for Study Leave without Pay must complete the prescribed
application form.
Requests
for Study Leave without Pay should be submitted by officers to the
Permanent Secretary, Labour Relations, through the Head of their
Ministry/Department. There is no deadline date for submission of
Study Leave without Pay applications.
The requests
are screened by the staff of the Training Division to ensure that
all required information is received and is valid.
Requests
are processed and sent to the Permanent Secretary, Labour Relations,
for approval.
Agencies
are informed of approvals or non-approvals of requests. Applicants
are subsequently informed of the outcome of their requests by their
respective Agencies.

AREA
OF STUDY
A public
officer who wishes to pursue a course of studies which is on the
Approved list for National Training and the (dedicated training)
award is over and above those awarded to Government by External
Agencies, may be granted Study Leave without Pay.
Study Leave
without Pay may not be granted to an officer who wishes to pursue
training in an area which will equip him/her with skills which are
not required within the Public Service.
LETTER
OF ACCEPTANCE
A letter
of acceptance from the Institution of training along with information
from the institution on the content of the program or course to
be pursued must be provided by the officer before Study Leave without
Pay can be granted.
YEARS
OF SERVICE
Officers
with less than one (1) year of continuous service on the Permanent
establishment are not eligible for consideration for Study Leave
without Pay.
An officer’s
period of temporary employment (appointments sanctioned by the relevant
Service Commission) may be included for the purpose of determining
the length of his/her service so that he/she may become eligible
to receive Study Leave without Pay, provided that there has been
no break in continuity of the service between temporary and permanent
employment.

Temporary Appointment is an appointment to an established position
in the structure of a Ministry/Department. Such appointments are
made by the relevant Service Commissions.

A public officer’s period of employment under Delegated Authority
is included for the purpose of determining the length of his/her
service so that he/she may become eligible to receive Study Leave
without Pay.
•
Delegated Authority is the authority delegated to Permanent Secretary
by the relevant Service Commission to effect appointments to established
positions within the structure of Ministries.
OFFICERS
ON CONTRACT
Officers
employed in a contractual position, or employed on contract are
not eligible for consideration for Study Leave without Pay.
