Function of the Unit

The Training functions of the Ministry of the Public Service was as follows:

  • to administer the Government's In-service training programmes for Public Servants and to promote and advise on Agency (i.e. Ministerial and Departmental) training programmes;
  • to promote good personnel management practices throughout the Public Service;
  • to promote improved organisational procedures and to encourage the adoption of efficient management practices throughout the Public Service;
  • to review the operation of the Government machinery as a whole, and make recommendations for improvement where necessary from time to time.

To evolve a Training and Development Policy to implement the Ministry's directive, the Personnel Policy is to:

  • inspire all concerned in the Public Service to be committed to staff development as the guiding principle in Personnel Management, from recruitment to retirement at all stages in an employee's career; and
  • establish adequate and appropriate training and development facilities to support every employee's effort to rise to the height of his/her potential.

The competence of the officers responsible for implementing Government's Training and Development Policy and the confidence of the employees in the fairness and flexibility in its administration will assure success.

 
Objectives/Responsibilities of the Unit

The responsibility for organizing and conducting centralised training programmes for the Public Service, and for administering the Government's In-service Training Award is vested in the Ministry of the Public Service through the Training Division. The Division shall ensure as far as possible that:

  • the training needs of Agencies are met;
  • training is in accordance with Government's objectives and priorities;
  • training is appropriate to the organization's needs, is timely and effectively given;
  • training content and methodology are of the highest standard;
  • the location, duration, timing and course arrangements facilitate the attendance of those for whom it is being arranged;
  • training is planned for short-term and long-term needs and contributes to staff development and career advancement.
