| A
Change Team is a group of public officers from varying levels within
the same Ministry or Department. |

| Functions
of the Change Team |
| |
-
Responsible for research and organizational assessment of
various legislation, processes, procedures and structures
of the respective Ministry/Department;
-
Provide inspiration, leadership and direction to the staff
involved in reform;
-
Stimulate and maintain the interest of officers within the
Ministry/Department;
-
Explore strategies for increasing the effectiveness and efficiency
of their respective Ministry/Department;
-
Co-ordinate the implementation of Ministry or Department’s
reform activities;
-
Monitor and evaluate the Ministry or Department’s reform
performance;
-
Prepare and submit progress reports to the Permanent Secretary;
-
Serve as a consultative body to and liaison with the Public
Sector Reform Unit;
-
Disseminate information among the employees of the Ministry
or Department.

| How
large should the Change Team be? |
| |
Each
Change Team should comprise no more than seven (7) members of staff.
Every member of the Team should have sufficient time to activity
participate and contribute to the Team's goals. |

| How
are the Members Selected? |
| |
Some
members are to be selected on the basis of democratic vote while
others (ex-officio) will be appointed by virtue of the position
they hold within the Ministry/Department. |
