Work Permit Unit
The main role of the work permit unit is to facilitate the processing and issuing of work permits. The processing of work permits is guided by strict procedures; paramount among these, is the requirement that authorization to work in St. Lucia is only granted if there are no qualified St. Lucians to fill the advertised position. During the last three (3) years, the department processed on average five hundred and thirty (530) work permit applications (mainly from the private sector, especially the hotel industry), and five hundred (500) work permit exemptions mainly for government ministries and non-government organizations.
 
Procedures for Applying for a Work Permit
  • An 'A' Form must be obtained from the Work Permit Unit at the Department of Labour Relations in the sum of EC$100.00, payable to the Accountant General at the Government Treasury. This fee paid is non-refundable.
  • The receipt is returned from the Government Treasury to the Work Permit Unit for issuance of the Application form.
  • The Completed Application Form is returned with the following documentation /information to the Work Permit Unit:
    o A Police Record from the country where applicant Last resided
    o Certified documentary proof of qualification
    o Trade Licence (where applicable)
    o Description of the Work to be done
    o Salary and other benefits expected
    o Advertisement inviting applications published in a local newspaper
    o Whether any person belonging to Saint Lucia has applied, and the reason for his/her non-acceptance
  • The application form is then submitted to the Minister of Labour for approval
  • The Minister returns the application to the Work Permit Unit
  • If the application is not approved a letter will be sent to the applicant indicating non approval.
  • If the application is approved a letter will be sent to the applicant indicating approval, accompanied by an 'A' Form for payment of the Work Permit fee which is to be made to the Accountant General at the Government Treasury.
  • In order for the work permit to be prepared, the treasury receipt has to be returned to the Work Permit Unit
  • Ideally the process should take no more than two (2) weeks; that is, dependent on the accuracy of information/documentation presented to the Work Permit Unit.

N.B. During the process however, the applicant must refrain from employment and await confirmation of the Minister's decision.

 
Work Permit Guidelines for Promoters
Step 1

Apply two (2) weeks prior to scheduled date of the show.

  • Promoters must obtain an 'A' Form from the Work Permit Unit at the Department of Labour Relations in the sum on one hundred ($100.00) EC, payable to the Accountant General at the Government Treasury.
  • Return the receipt from the Government Treasury to the Work Permit Unit for issuance of the Application Form.

Step 2

  • Promoters are to return completed Application Form along with Entertainers; Contract, clearly listing the names of all foreign nationals working at the show, at least two weeks before date of the show.
Including all performers and also persons working.

Step 3
Promoters are then required to take a copy of the Contract and the same list which was submitted to the Work Permit Unit to the Inland Revenue Department, in order to obtain Tax Clearance.

Step 4

Promoters are to return to the Work Permit Unit with the Tax Clearance letter, which will then be attached to the Application for continuous processing.

Step 5

If the Application is approved:-

Promoters will then be issued an 'A' Form to pay a fee of EC $400.00 per foreign national (including all performers and also persons working) which is payable to the Accountant General at the Government Treasury.

In order for the Certificate to be prepared, the treasury receipt has to be returned to the Work Permit Unit.

Step 6

Promoters will be contacted for the Collection of the Certificate.

Please note that a Labour Officer will be assigned to monitor all events in order to ensure that Promoters act in accordance with the terms and conditions of the Work Permit Certificate.
