Administrative Unit

The Administration Unit and support staff serves as a link between the technical staff (e.g. the Work Permit & Industrial Relations Unit), and the members of the public (external stakeholders). The purpose of the unit is to efficiently and effectively discharge the Labour Department’s mandate. This unit is responsible for:-

  • The maintaining and processing departmental personal records;
  • Up keeping departmental office equipment,
  • Furnishing employees with the necessary stationery for effective performance of their duties;
  • Handling incoming and outgoing correspondence and up keeping departmental inventory.

The Administration Unit consists of the Deputy Labour Commissioner, as the Head of the Unit; the Executive Officer, the Supervisor; and the support staff which consists of one(1) Clerk, two (2) Clerk/Typists, one (1) Receptionist and one (1) Office Assistant.

 
The Public Relations and Industrial Services Unit

The Public Relations and Industrial Services Unit (PRISU) is the foremost unit of the Department that accomplishes its mandate. It comprises a cadre of Labour Officers whose duties include work place inspection; individual and collective dispute settlement; union/employer conciliation, conducting polls and advising on industrial relations matters. In the performance of its duties the PRISU relies on the Labour Laws of St. Lucia. Therefore, the overall aim of the PRISU is to ensure that parties in the employment relationship (employers, employees and their organization) abide by the Labour Laws and that the prevailing industrial relations climate is peaceful and facilitates economic investment.

 
Manpower Unit

This unit’s main aim is to assist unemployed persons to obtain gainful employment through established linkages between employers and job seekers for the labour market both locally and externally. The unit is expected to liaise with various employers to update it on job opportunities. This initiative is expected to benefit targeted groups such as: school leavers, laid-off workers, and aging workers. To achieve its objectives the unit conducts various activities including:-

  • Registering job seekers
  • Providing employers with statistics on potential employees and qualifications
  • Maintaining mechanisms for the supply of information, occupational mobility and job placement.

The unit has served as an “employment agency” to recruit many St. Lucians for the labour market abroad. The most successful program to date is the Canadian Farm Program which recruited one hundred and sixty (160) workers in 2005. The unit can boast of providing employment through its other programs like the Care Givers Program (Canada) and the H2B Program – Hospitality Workers (Florida).

 
Occupational Health & Safety
The main purpose of the Occupational Health & Safety Unit is to enhance the well-being of the workforce, to minimize the impact of workplace hazards and to ensure that health and safety standards are maintained. It also monitors and enforces the rules and regulations pertaining to occupational health & safety through a well-managed occupational hygiene program.

Among many others, the unit is engaged in matters such as:-

  • HIV/AIDS in the workplace
  • Pesticide and toxic chemical use and safety
  • Air and noise pollution
  • Occupational accidents, injuries/diseases
  • Industrial hygiene auditing

The Employee Occupational Health & Safety Act, No. 10 of 1985 is the main legislation that governs the operations of this unit.

 
Knowledge and Information Management Unit
The idea of establishing the Knowledge & Information Management Unit at the Department of Labour Relations started with an initiative from the International Labour Organization (I.L.O.) in collaboration with the United States and St. Lucia Departments of Labour to set up the Caribbean Labour Market Information system (C.L.M.I.S.). The C.L.M.I.S. is a grouping of Labour Market Information Libraries (L.M.I.L.) from various Caribbean territories to form a single electronic database for relevant labour market information.
These libraries (L.M.I.L.) being the source of regional and national labour market statistics, would be used to help in decision making policies in some key labour-related areas such as occupational wages, employment, unemployment, under-employment, productivity, human resource development, occupational accidents and disputes etc. With such an extended list, it is evident that various stakeholders must be involved in the process. It is expected that the major producers of the information would be:
  • Department of Labour Relations
  • Department of Statistics
  • National Insurance Corporation
  • Ministry of Labour Relations, Public Service and Co-operatives
  • Ministry of education
  • Private and Public employment services

Since the creation of the unit in November 2004, its main objective has been to collect, analyse, and disseminate labour market information statistics. It is expected that the information collected will help monitor the changes taking place regarding the needs of employers and employees so that it may inform decision makers on matters dealing with National Labour Policy. The unit will soon be in a position to provide statistical reports on Work Permits, Occupational Health and Safety, Employment, and Industrial Relations for St. Lucia.
